Timothy Utting - Co-Founder, Fosters Fencing Perth
If you have spoken to anyone at Fosters Fencing, chances are you spoke to Tim first. With over 20 years in the fencing industry and more than 2,000 fences installed across the Perth metropolitan area, Tim Utting is the voice at the other end of the phone, the person who walks your boundary during the quote, and the one coordinating with your neighbours when the job involves multiple properties. It is a role that sounds simple until you realise how much of a fencing project lives or dies on clear communication.
Tim co-founded Fosters Fencing in 2011 with David Fallows, and between them they bring 35 years of combined experience to every job. The business covers colorbond fencing, licensed asbestos removal, engineered panel and post retaining walls, aluminium slat installations, pool fencing, security fencing, and custom gate fabrication. Tim oversees the quoting, the scheduling, and the client relationship from first call to final walkthrough. He is also on site for every build, because he learned early in his career that the gap between what a customer expects and what gets built usually comes down to a conversation that did not happen.
Read through Fosters Fencing's 141 Google reviews and a pattern emerges quickly: people mention Tim by name. Not because he is the loudest voice on the team, but because he is the one who picks up the phone, explains the options without jargon, and follows through on what he says. In a trade where "I'll get back to you" often means silence, Tim's consistency stands out.
Paris Champion described him as "an excellent communicator" who "kept me in the loop the whole time" and "made the experience so seamless in coordinating bordering neighbours fences." Bree Kirk-Burnnand said it was "actually hard to get quotes for fencing but these guys came out next day to quote" and were "really clear in their communication." Gemma Wakefield, who had a particularly complex job involving asbestos, colorbond, and retaining across a double boundary, said Tim was "extremely knowledgeable and honest about the situation" and that he "explained how he would do the job safely and to the benefit of both parties."
That last point matters. Tim does not tell people what they want to hear. He tells them what he sees, what it will cost, and what will happen if they take a shortcut. If a repair is cheaper than a replacement and will hold for another ten years, he says so. If the fence needs replacing and a patch job is throwing money away, he says that too. Homeowners appreciate it because it saves them from spending twice. Insurance companies and real estate agents appreciate it because the quotes are detailed, accurate, and do not change halfway through the job.
His qualifications reflect the breadth of what he brings to the trade. Tim holds a Class B Asbestos Removal Licence (WR2270) issued under the Work Health and Safety (General) Regulations 2022, and has completed both CPCCDE3014 (Remove Non-Friable Asbestos) and CPCCDE4008 (Supervise Asbestos Removal). He also holds a Certificate III in Bricklaying, which adds a broader construction foundation to his fencing expertise. Fosters Fencing is a member of the Master Builders Association of Western Australia and the Housing Industry Association (HIA), affiliations that require demonstrated competence and ongoing compliance with industry standards.
After more than two decades in the fencing trade and thousands of conversations with Perth homeowners, Tim still answers the phone himself. He still walks every boundary before putting a number on paper. And he still calls clients back when he says he will. In an industry where that is the exception rather than the rule, it is the simplest reason Fosters Fencing keeps growing through referrals rather than advertising. Tim built the business on being the person people actually want to deal with, and that has not changed.
